Mikhail Ulyanov, Russia’s ambassador to international organizations based in Vienna, said his country would “vote against any possible resolution of the International Atomic Energy Agency (IAEA) Board of Governors against Iran.”
Ulyanov tweeted in response to a tweet from Laurence Norman, a Wall Street Journal reporter. Norman tweeted yesterday that “Germany, France and Britain, along with the United States, wanted to persuade Russia to abstain, not oppose, a resolution against the Islamic Republic regime.”
Resolutions of the IAEA Board of Governors, which may influence the referral of a case to the UN Security Council, are adopted by a majority vote, and a negative Russian vote on a resolution does not mean a veto.
